This letter transmits
the
NRC Region I inspection report for the inspection
con-
ducted
by Mr. H. Kaplan and Mr. S.
Chaudhary of this office on October 23-27,
1989
at the Niagara
Mohawk Corporate Office, in Syracuse,
New York and at Nine Mile
Point Unit 1 and Unit 2.
Mr, Kaplan
and Mr. Chaudhary
discussed
the findings
of the inspection with members of your staff at the conclusion of the inspection.
The enclosed
report also includes our review of the inspections
and analyses
you have performed in regard to the Unit
1 containment corrosion
problem and
your plans for future inspections
and mitigating actions.
These
subjec'ts
were
documented
in your November 22,
1989 letter to the
NRC and reviewed by the
NRC
during the period Oecember
1 to Oecember
31,
1989.
Based
on our inspections
and review we have concluded that the Unit
1 containment
torus is acceptable
for plant restart
and operation
in its current condition.
In this regard, it
is our understanding
that you will continue to perform torus irspections
every
six months or less until other actions
have
been
taken to assure
long term
integrity of the containment torus.
Also, I want to inform you NRC's position
is that certified material test records
are not acceptable
for establishing
allowable stress
levels.
I, therefore,
encourage
you to complete your engineer-
ing evaluations
and planning,
as described
in your November
22 letter,
on
a
timely schedule.
No violations or deficiencies
were identified during this inspection.
