REMOVAL OF CYCLE SPECIFIC PARAMETERS FROM NINE MILE POINT UNIT 2 TECHNICAL SPECIFICATIONS (TAC NO. 75278)

An application for amendment of the Nine Mile Point Unit 2 Technical Specifications (TS) submitted on November 9, 1989 requested that cycle specific parameter limits be removed from the TS to a Core Operating Limits Report in response to Generic Letter 88-16.

On January 5, 1990 we discussed with your staff certain limited aspects of the application which require revision to enable completion of our review.

These aspects are listed in the enclosure.

Accordingly, we request that the application be amended to address these concerns.

Table 2.2.1-1, Item 2b, should remain unchanged in the TS.

2.

Since it is a defined variable the term "Core Operating Limits Report" should be capitalized on pages 3/4 2-1, 2, 3, 5; 3/4 3-63; B3/4 2-1, 2.

3.

For purposes of standardization with other similarly completed reviews the term "specified" should be substituted for "provided" on pages 3/4 2-1, 3, 5; B3/4 2-1 and B3/4 2-2.

4.

The formula for tau should be maintained in TS 3.2.3 (page 3/4 2-3).

5.

Item 6.9. 1.9(a)(4) should be deleted (page 6-22) to provide consistency with item I above.

6.

A comparable item should be added to TS 6.9.1.9 for TS 3.2.2 (page 6-22).

7.

Additional supporting documentation should be added to TS 6.9.1.9(b) as needed to fully describe the analytical methods used.

8.

It is suggested that the pages of the Core Operating Limits Report (COLR) should be numbered.

9.

Section five of the COLR should remain in the TS consistent with comment 1 above.

10.

The equations and definitions of tau listed in Section 3 of the COLR should be retained in the TS consistent with comment 4 above.

11.

'A tabular listing of LHGR versus fuel types should be provided in Section 4 of the COLR.
