SIMULATOR CERTIFICATION FOR 10 CFR 55.45(b)(2)-

NINE MILE POINT UNIT 1 We have completed our review of your submittal dated December 16, 1987, wherein you submitted NRC Form 474, "Simulation Facility Certification," for Nine Mile Point Unit 1 in compliance with 10 CFR 55.45(b)(2).

Our review also includes your response dated September 29, 1989 to our request for additional information dated August 3, 1989.

The staff finds the documentation to be complete with the additional information provided and requires no further information on your part at this time.

Our review was only to ensure completeness of your documentation, and did not extend to verification of the accuracy of the data or statements made in the certification, nor does our review provide NRC approval of the acceptability of a particular simulator for use in administering operating tests.

In addition, NRC approval is neither granted nor required in the case of such certification because Niagara Mohawk Power Corporation has the responsibility for regulatory compliance with respect to your plant-referenced simulator.
