This letter transmits
the
findings of
a special
team inspection
conducted
by
Messrs.
W.
Cook
and
T. Johnson
of this office,
and
Mr. L. Plisco
of
on
September
25-29,
1989,
at
the
Nine Mile Point
Station.
The
purpose
of the
inspection
was
to
evaluate
the
thoroughness
of your
self-assessment
of the
readiness
to restart
Nine Mile Point Unit 1, which was documented
to the
NRC in
the
Readiness
for Restart
Report
dated
September
8,
1989.
In addition,
the
team
assessed
whether
there
was sufficient evidence
to warrant
an
NRC inte-
grated
assessment
team
inspection
( IATI).
A
summary
of
the
findings
was
presented
to you
and
other
members
of your staff at
the
conclusion
of the
inspection.
Overall, the
team concluded that your self-assessment
process
was effective
and
found evidence of thorough examinations
in most of the specific areas
reviewed.
Further,
the
team
judged
your staff
to
have
the
essential
components
to
properly assess
your activities.
Regarding
evidence of progress,
the team concluded that there
had been
a marked
improvement
in Niagara
Mohawk performance
compared to the special
team inspec-
tion, earlier this year,
However,
the
team
noted that there
were
a
number of
open
items
identified
by your
self-assessment
process
whose
associated
root
causes
and related corrective
actions
may not be
bound
by your Restart
Action
Plan
and your Restart
Readiness
Report.and
could impact Unit 1's readiness
for
restart.
Also,
the
team
noted
that
much
work remained
to, be
done prior to
restart.
The
team
suggested
that
Niagara
Mohawk
reexamine
the facility's
readiness
for the
NRC IATI, planned for October
1989.
Subsequent
to the
inspection,
you
assured
NRC
management
on October 3, 1989,
that Niagara
Mohawk was
ready for the
IATI and that the start of the
IATI on
October
4,
1989,
was appropriate.
The IATI was
performed
as
planned
and
was
completed
October 20,
1989.
In your transmittal letter dated
September
8,
1989, you committed to informing
this office when actions
associated
with these
open
items are complete.
Please
inform
us
of the
resultant
root
causes
and corrective
actions,
and
whether
these
items are
bound
by your existing corrective action programs.
