This letter refers to
a special
safety inspection
conducted
by Ms. Tracy
Walker and others of this office on September
26
29,
1989, at the Nine Mile
Point Nuclear
Power Station, Unit 1, of activities authorized
by
NRC License
No.
A discussion
of our findings was held by Ms. Walker with yourself
and other members of your staff at the conclusion of the inspection.
Areas
examined during this inspection
are described
in the
NRC inspection
~
~
report which is enclosed with this letter.
Within these
areas,
the inspection
, consisted
of selective
review of procedures
and records,
interviews with
personnel
and observations
by the inspectors.
Within the
scope of this inspec-
tion,
no violations or, deviations
were observed.
Improvement
was noted in crew
communications
and definition of crew responsibi lities.
We have concluded that both of the crews that were evaluated
demonstrated
a
satisfactory
level of performance
in the
use of Emergency Operating
Procedures
to support
power operation.
However,
one Station Shift Supervisor
and one,
Assistant Station Shift Supervisor- did not demonstrate
a satisfactory
level of
performance.
You are expected
to provide remedial training for the individuals
who did not perform satisfactorily prior to their participation in licensed
duties during power operations.
Thank you for informing us of the corrective actions
documented
in your letters
dated August 31,
1989
and September
14,
1989.
Some of these
actions
were
assessed
during this inspection.
The remainder of the actions will be examined
during future inspections
of your licensed operator
programs.
Certain weaknesses
that were observed
during this inspection
(discussed
in
section 2.3.2 of the enclosed
report) appear to be similar to weaknesses
observed
in the previous evaluation of operator
performance
in May, 1989.
The
repeated
weaknesses
indicate that your corrective actions
may not have
been
effective or complete in these
areas.
Future inspections of your'icensed
operator training program will assess
your actions to correct the weaknesses
observed
during this inspection.
