This letter refers to the special
inspection
conducted
by Mr.
R.
K. Mathew of
this office on September
18-29,
1989 at the Corporate Office at Salina
Meadows,
Syracuse,
Mr. Mathew discussed
the findings of the inspection with
Mr. J.
Benson
and other members
of your staff at the conclusion of the
inspection.
The area
examined during this inspection
was Unit 1, Regulatory
Guide 1.97
restart
issues
identified in the previous Inspection
50-220/89-12,
during the
period March 27-31,
1989,
and the corrective actions
taken
by your staff.
Based
on our inspection,
no major issues
were identified associated
with either
your completing the Regulatory
Guide 1.97 restart
issues
or our closure of
these
items before restart.
However,
we note that several
incomplete activities
remain which warrant continued
management
attention.
We also note
a change
regarding
plans
documented
in your
May 19,
1989 letter to install
a redundant
channel for the Reactor
Vessel
water level wide range instrumentation.
We
understand
that this modification is no longer planned.
Your staff 'committed
to provide
an analysis
and bases
for not providing the redundant
channel
in
a
document to be submitted to the
NRC within 90 days following restart.
Within the
scope of this inspection,
no violations were observed.
Your cooperation with us in. this matter is appreciated.
