The

NRC staff conducted

an integrated

assessment

team inspection

( IATI) at Nine

Mile Point

Unit

1

in Scriba,

New York, October

4 through

6

and

10 through

20,

1989.

The

purpose

of this inspection

was to review the

implementation

of

your Restart

Action Plan

in resolving

those

underlying root causes

(URCs) of

past

management

effectiveness

issues.

We discussed

the results of that inspec-

tion with you

and your staff at

a management

meeting

on October

20; 1989.

The

team's findings are described

in the enclosed

report.

Overall, the

team detected

no fundamental

flaws'hat would indicate

an inade-

quacy

in the Restart

Action Plan.

The

team

concluded

that the Restart Action

Plan

was in place,

well disseminated,

and generally

understood.

However,

the

degree

of implementation

of the plan varied.

The team noted clear

improvement

in the three

URCs of planning

and

goal

setting,

organizational

culture,

and

teamwork.

Although

performance

in the

two

URC

areas

of problem

solving

and

standards

of performance/self-assessment

was

weak, it

showed

some

signs

of

improvement.

We

are

concerned

about

the extent

of progress

in the

two

URC areas

that

we

found to be weak.

While we did not

expect

that all your

planned

actions

in

those

areas

would have

become fully effective, it appeared

that our assessment

of

performance

in

those

areas

differed

from

that

provided

in

your

September

8,

1989

Readiness

for Restart

Report

and

from that described

during

our

meeting

on

October 3, 1989.'onsequently,

we

plan

to

focus

on

your

progress

in

improving those

two area

during future resident

and

region-based

inspections

of Nine Mile Point Unit 1 activities.

You are requested

to respond to this letter, within thirty days of its receipt,

describing

your

plans

to

improve

performance

in

the

two

weak

URC

areas.

Further,

you should discuss your views as to the significance of the differences

which appeared

to exist

between

your assessment

of performance

in those

areas

and that of the

NRC staff.

Following receipt of your letter and completion of

your planned corrective actions,

we request you meet with us to assure

us that

performance

in those

areas

is adequate

to support restart.
