the

routine

inspection

conducted

by

and others of this office on July 7 through

September

1989, at Nine Mile Point Units

1 and

2, Scriba,

New York.

A sum-

mary of the findings

was

presented

to Mr. J. Willis and other

members of your

staff at the conclusion of the inspection..

The inspectors

found

numerous

equipment

concerns

during their walkdown of the

Emergency Ventilation System.

Many of these

concerns

had not been

found during

an earlier

Niagara

Mohawk walkdown.

Further,

we

note

that

your

subsequent

evaluation

of these

concerns

concluded

that errors

regarding

heater calibra-

tions could have adversely

impacted

the

Emergency Ventilation System's ability

to perform its function under accident

conditions.

We will continue to evalu-

ate your system walkdowns

and your understanding

regarding

the

shortcomings

of

earlier walkdowns.

Also,

the

inspectors

identified

several

examples

of

poor radiological

work

practices

at Unit 1 that warrant your prompt attention.

Although

each

indi-

vidual

example

is of minor safety significance,

collectively they indicate

a

potential

weakness

in your General

Employee Training program

and

the

need for

additional

supervisory oversight of work activities in the field.
