Dear Mr. Burkhardt:
By letter dated December 21,
- 1988, Niagara Mohawk Power Corporation submitted its Restart Action Plan (RAP) for Nine Mile Point Unit No.
1.
The RAP was sub-mitted in response to action items 1 and 2 of Confirmatory Action Letter (CAL) 88-17 dated July 24, 1988.
The RAP was later revised on March 2, 1989 and July ll, 1989, to accommodate Niagara Mohawk initiatives and NRC staff comments.
Through its Restart Assessment
- Panel, the NRC staff has completed, its review of the RAP through Revision, 2.
We have met with Niagara Mohawk on several occasions to discuss the contents and have held a
public meeting on August 23,
- 1989, to receive public comments.
Based on the staff's'eview of the Plan and the comments received from the public, we conclude that the RAP provides the essential elements to effect overall performance improvements at Nine Mile Point Unit 1.
Therefore, the NRC staff approves the Nine Hile Point Unit 1 Restart Action Plan and considers CAL 88-17 action items 1
and 2 to be complete.
