Dear Mr. Burkhardt:

SUBJECT:
SURVEILLANCE OF NEUTRON POISON MATERIAL NINE MILE POINT UNIT 1 (TAC NO. 69213)
Your letter NHPlL 0212 of January 8, 1988, described your commitment, and its historic development, regarding surveillance of the neutron poison material used in the Nine Mile Point Unit 1 spent fuel storage racks.
Your present plan f'r monitoring the boron content is the same as that which you original'1y planned:
periodic removal and examination of sample coupons (removable, stainless steel-clad Boraflex sheets).
As noted in our Safety Eva'iuation in support of Amendment No. 54 to Facility Operating License No.
DPR-63, issued February 1, 1984, we found that your proposed monitoring of the materials in the spent fuel storage pool will provide reasonable assurance that the Boraflex material will continue to perform its function for the design life of the pool.
Me see no reason to change that finding now.
