This letter refers to the special
inspection
conducted
by Mr. R. Paolino of
this office on March 26-31,
1989 at the Corporate Office at Salina
Meadows,
Syracuse,
Mr. C. Anderson discussed
the findings of the inspection
with Mr. C. Terry and other members of your staff at the conclusion of the
inspection.
A previous inspection,
88-34,
was conducted to establish
the status of your
implementation of Regulatory Guide 1.97 (R.G. 1.97).
A number of deviations

1 ~ 97 were identified during that inspection.
The current inspection
was
a follow up to the previous inspection
and was directed at determining the
need for R.G.
1.97 corrective actions prior to Unit
1 restart.
No violations were observed,
during this inspection.
However,
several
R.G.
1.97
issues
requiring resolution prior to plant restart
were identified.
These
'issues
were transmitted to you in a separate
letter dated April 21,
1989.
