This letter transmits
the results of a routine inspection
conducted
by
Messrs.
>l. Cook,
R.
Laura,
R.
Temps
and others of this office on February
18,
1989 through April 3,
1989 at Nine Mile Point Units
1 and 2, Scriba,
A summary of the findings was presented
to Mr.
R. Abbott and other
members of
your staff at the conclusion of the inspection.
Two violations were identified during this period,
and
(Appendix A) is attached.
These violations, in conjunction with recent
poor
performance
documented
in the last two routine resident
inspection reports,
are
indicative of weaknesses
in the area of procedural
compliance.
Although we
note that you and your staff took significant corrective actions to improve
performance
in this area
based
on findings of the
NRC Special
Team Inspection,
we believe that this area warrants
continued attention.
The violations,
documented
in Appendix A, have
been categorized
by severity level according to
10 CFR 2, Appendix
C (Enforcement Policy).
You are required to respond
to
these violations and,
in preparing your response,
you should follow the
instructions
in Appendix A.
Also documented
in the enclosed
report for Unit 2 is our evaluation of your
corrective actions to resolve
concerns
regarding
1) post accident
sampling
capability,
and 2),
a design
problem with service water system cross-connect
valves.
These corrective actions
were determined to be thorough
and well
executed.
The response
required
by this letter is not subject to the clearance
procedures
of the Office of Management
and Budget
as required
by the
Paperwork Reduction Act of 1980,
PL 96-511.
