Lawrence Burkhardt, III Executive Vice President Nuclear Operations 301 Plainfie'Jd Road

Syracuse, New York 13212 Gentlemen:

NRC Region I is planning to participate in your emergency preparedness exercise for Nine Mile Point Station, scheduled for May 16, 1989.

Region I will be playing a full participation role which includes both a Base Team operation as well as a Site Team operation.

The Base Team consists-of a Reactor Safety Team and a Protective Measures Team with supporting staff.

The Site Team has similar organization structure.

Enclosed with this letter are the organization charts for these teams.

Whenever Region I participates as a player in a licensee

exercise, we request that representatives from the licensee's Emergency Preparedness Staff provide a

training session to the Region I staff on their emergency organization, facilities and procedures.

The feedback from these sessions has been most encouraging.

Both licensee and NRC staffs have 'found these sessions very beneficial.

I would like to confirm that the appropriate members of your staff will provide such a training session on the Nine Mile Point Station and Emergency Pesponse Organization, at the Region I Office on May 3, 1989 at 10:00 a.m.

This date and time had been arranged by Mr. R.

Summers of my staff per telephone conversation with Mr.,T. Chwalek of your staff.

The agenda for this meeting is flexible.

Although I have attached an agenda from a previous training session, you should not feel constrained to follow it.

Your agenda should reflect those items of your Emergency

Response

Program your staff feels NRC personnel should be particularly knowledgeable in to ensure a

well coordinated NRC/Licensee response to the emergency.

Previous training sessions have varied from two to three hours depending on the type of training and issues of concern.

Please contact Robert Summers of my staff at (215) 337-5083 if you are not able to participate in this meeting as discussed above.
