SUMMARY

OF MARCH 7, 1989 MEETING WITH NIAGARA MOHAWK POWER CORPORATION On March 7, 1989, Mr. W. Donlon, Chief Executive Officer, Mr. J. Endries, President, and Mr. L. Bur khardt, Executive Vice President of Niagara Mohawk Power Corporation met with Dr. T. Murley.

The purpose of the meeting was to introduce Messrs.

Endries and Burkhardt.

A list of meeting attendees is enclosed.

During the meeting Mr. Burkhardt discussed his plans for improving performance at Nine Mile Point.

He indicated that there have been a number of'ong standing management problems at Unit 1 that he is working to correct.

He indicated that although most NMPC personnel have wanted to do a good job and have a safe running plant, they have not had the leadership necessary to demonstrate the professional way to do the job.

He discussed actions he has taken, including the removal of one Unit 1 operator from shift duties for repeated unprofessional behavior.

In addition, he has been meeting with station personnel to discuss his philosophy concerning plant operations, the restart effort, and expected personnel conduct.

He indicated that people who are unwilling to be part of his "team" will not be tolerated.

The special team inspection conducted January 30 - March 3, 1989 was also discussed.

Mr. Burkhardt thought the inspection provided useful information to him, but was disappointed with the results.

As a result of procedural compliance problems identified during the inspection, Mr. Burkhardt was asked to provide better guidance to station personnel concerning procedural compliance and to provide training to appropriate personne'I prior to Unit 2 restart.

Mr.

Burkhardt agreed to document these actions in a letter to the NRC prior to Unit 2 restart.

When asked about the schedule for Unit 1 restart.

Mr. Burkhardt indicated that the recently issued

schedule, highlighting a July 5, 1989 restar t, was developed based on the resolution of outstanding technical issues.

MEETING

SUMMARY

DATED; March 17, 1989 to resolve the management deficiencies will be assessed as part of the readiness for restart effort and could affect the schedule.

Mr. Burkhardt indicated that the schedule is aggressive but achievable.

The schedule is assessed every Wednesday and will be adjusted if required.

The restart is also contingent upon Regional Administrator approval per Confirmatory Action

Letter, CAL 88-17, dated July 24, 1988.

Finally, Mr. Bur khardt indicated that he is doing everything he can to ensure that improvements will soon be evident and believes that NMPC personnel want to do everything they can to get NMP-1 operating.
