This letter transmits
the results of the routine inspection
conducted
by Messrs.
W. Cook,
R. Laura,
R.
Temps
and others of this office on January
6,
1989 through
February
17,
1989 at Nine Mile Point Units
1 and 2, Scriba,
A summary
of the findings was presented
to Mr. J. Willis and other members of your staff
at the conclusion of the inspection.
During this period the inspectors
noted
an unsatisfactory
trend in the control
of system status
at Unit 2, specifically, acid .drain line valves,
tygon tubing,
and
scram discharge
volume air vents not properly aligned.
You and your staff
are encouraged
to assess. this trend
and take prompt action to improve in this
area
before it becomes
a more serious
safety concern.
The inspectors
also
noted another
example of insufficient management
followup of identified
deficiencies
and programatic
concerns
documented
in your
1987 Maintenance
Self-Assessment.
We believe the issues
raised in the Maintenance
Assessment
and the specific items reviewed
by the inspectors
are appropriately
addressed
by your Restart Action Plan.
Please
inform us after your review of the enclosed
report if your observations
and conclusions
on this matter differ from our
evaluation.

As reported
by your staff in Licensee
Event Report (LER) No. 88-19,
a violation
of Technical Specification 4.2.6.b involving the Inservice Testing
program was
identified.
We consider this a serious violation and,
as stated in your LER,
another
example of the failure of your
management
staff to properly oversee
a
required program.
NRC evaluation of this matter is still in progress
and any
additional action related to this violation will be communicated
to you via
separate
correspondence.
We appreciate
your cooperation.
