Allegation Regarding Employees Sleeping on Shift On November 15,

1988, our office received an anonymous allegation through Mr.

Charles Donaldson, Assistant Attorney General of the State of New York.

Mr.

Donaldson stated that the alleger had indicated that he had personally observed persons who perform safety-related work at Nine Mile Point Unit 1 (possibly licensed operators) who were sleeping while on duty.

Subsec. ent discussions directly with the alleger revealed that he had once observeo a control room operator who appeared to be sleeping.

Based on the facts given us by the alleger and inspections conducted by NRC inspectors, the event appears to be an isolated incident of little consequence.

Therefore, we do not plan to continue our inspection of this specific issue.

However, our inspectors will continue to conduct random unannounced inspections during day shift and backshifts.

It is our understanding, from discussions with you, that your management staff will also conduct such inspections to ensure that all personnel performing safety-related activities are properly attentive to and performing their duties.

Please provide us the details of your program to prevent or detect and correct concerns such as this.

As part of our review of your Unit 1 Restart Plan actions we intend to closely monitor your self assessment initiatives.

Mr. Donaldson has i'ndicated a willingness to discuss this issue with you in your review of this matter.
