conducted
by Mr. A. Krasopoulos
of this office on October
31 - November 3,
1988, of activities at Nine Mile
Point 1, Scriba,
New York, authorized
by
NRC License

and to the
discussions
of our findings held by Mr. Krasopoulos with Mr. K. Dahlberg of
your staff at the conclusion of the inspection.
Areas
examined during this inspection
are described
in the
NRC Region I
Inspection
Report which is enclosed with this letter.
Within these
areas,
the
inspection consisted
of selective
examinations
of procedures
and representative
records,
interviews with personnel,
and observations
by the inspector.
Within the
scope of this i.nspection,
no violations were identified.
However,
based
on the findings of this inspection,
we note evidence of weaknesses
that
warrant management
attention to assure
adequate
implementation of the fire
protection
program.
Individually, these
findings are of limited significance',
but viewed collectively and in conjunction with previous enforcement
represent
indications that the fire program is not being aggressively
implemented.
We
recognize that you are in a transition period in the corrective actions to
address
the closure of violation 88-15-01
A and 8,
and request that you assure
the closure of the violations address
the findings of this report.
With regard to
a violation brought to your attention
by letter dated
September
19,
1988, your corrective actions
were not sufficiently complete to allow us to
close this item.
This item was discussed
with Mr. K. Dahlberg
by Mr. Krasopoulos.
Mr. Dahlberg reaffirmed that the items identified in this violation will be
resolved before restart.
No reply to this letter is required.
