Dear Mr. Endries:
On December 6 and 7, 1988, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC.
These meetings are conducted biannually to focus NRC resources on those plants and issues of reatest safety significance.
At this meeting, the Nine Mile Point Station Units 1 and 2) was categorized as requiring close monitoring.
Plants in this category have been identified as having weaknesses that warrant increased NRC attention from both headquarters and the regional office.
A suIImtary of NRC discussions held relating to the Nine Mile Point Station is provided below:
Niagara Mohawk Power Corporation activities to develop a compre-hensive plan to address root causes of managemen't ineffectiveness in identifying and resolving problems at Nine Mile Point Unit 1 were discussed.
Recent NRC inspection findings related to mechanical/fluid system design also were discussed.
Other issues re1ated to engineering/operations interface and engineering support for Unit 1 involving inservice inspection, pump and valve testing, AC/DC system interactions related to design of motor generators, and fire protection program implementation were summarized.
Additional training of Unit 1 operators on symptom-based emergency operating procedures and activities to upgrade these procedures to address findings from earlier NRC inspections is continuing.
NRC review of the Unit 1 restart plan when submitted and scheduling of staff inspection activities will.be coordinated by a restart panel of senior NRR and Region I managers.
Performance of Unit 2 also was reviewed at the June 1988 Senior Management meeting and it was determined at that time that agency-wide close monitoring was not required principally based upon differences between Unit 1 and.
Unit 2 staff performance.
However, during the first year of Unit 2 operation, overall performance with respect to scrams, safety system actuations, challenges to safety systems, design defi-
- ciencies, and recent personnel errors (such as missed surveillance tests) indicate that Unit 2 now warrants closer monitoring by NRC.
Recent management changes both at the corporate level and on site were discussed.
Concern was expressed regarding the increased attention on Unit 1 possibly contributing to declining performance on Unit 2. It was determined that increased licensee and NRC management attention is needed to ensure performance improvement is achieved for both units.
