This letter transmits
the results of the routine inspection
conducted
by
Mr. W. Cook,
and others of this office on August 25 through October 3,
1988 at
Nine Mile Point, Units
1 and 2, Scriba,
A summary of the findings was
presented
to Mr. J . Willis and other
members of your staff at the conclusion of
the inspection.
Based
upon the inspectors'eview,
two activities at Unit 2 were not conducted
in compliance with your own procedures
and
NRC regulations.
One violation
involves failure to follow a station surveillance
procedure
and
a second
violation involves the failure to take prompt and effective corrective action
for an identified deficiency involving an inaccurate list of snubbers.-
The',
failure to -follow the surveillance
procedure,
the
second
example in rec'ent".,',- -'-
months, points to
a need
by your staff to place
more emphasis
on procedural
compliance
and supervisory oversight of ongoing testing.
The failure to take
timely corrective action
has
been
a problem previously addressed
with you and
your staff and is of particular concern to us.
In addition,
although not
included in the Notice of Violation, inspector
review of post accident
sampling
system capability found your actions to be inadequate
(see
folio'wup to Item
No. 410/87-22-10).
These violations have
been categorized
by severity level according to
10 CFR Part 2, Appendix
C (Enforcement Policy).
You are required to respond to these
violations and in preparing your response
you should follow the instructions
in Appendix A.
The response
required
by this letter is not subject to the clearance
procedures
of the Office of Management
and Budget
as required
by the Paperwork
Reduction Act of 1980,
