APPENDIX A NOTICE OF VIOLATION Niagara Mohawk Power Corporation Nine Mile Point Unit 1

DRP-63 As a result of the inspection conducted on July 7 thru August 24,
- 1988, and in accordance with NRC Enforcement Policy ( 10 CFR Part 2, Appendix C) the fol-lowing violation was identified:
Nine Mile Point Unit 1, Technical Specification 3.6. 10. 1 and Station Fire Department Procedure S-FDP-3, Breach Permit, require that a continuous fire watch he established within one hour on one side of an inoperable fire penetration, if fire detectors on both sides of the penetration are inoperable.
Contrary to the above, on July 13, 1988 a continuous fire watch was not established within one hour on one side of inoperable fire door T-234, when fire detectors were rendered inoperable on both sides of this pene-tration.
This is a Severity Level V Violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Niagara Mohawk Power Company is hereby requ>red to subm>t to th>s off)ce with>n th>rty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including:
( 1) the corrective steps which have been taken and the re-sults achieved; (2) corrective steps which will be taken to avoid further violations; and (3),the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this response time.
