- JJohnson, RI RBenedict HSchmidt The NRC staff met with representatives of Niagara Mohawk Power Corporation (the licensee) on August 30, 1988 to discuss licensing issues for Nine Mile Point, Units 1 and 2 (NNP-1 and NNP-2).
Enclosure 1 contains a list of meeting participants and observers.
Enclosure 2 is a list of the open licensing items discussed during the meeting.
The items on this list that are required to be resolved before restart of Unit 1 are indicated by a single asterisk in the title.
The items that are desirable (for operating convenience) to be resolved before restart are indicated by a double asterisk in the title.

FSAR Update for Unit 2:
The update which is due October 31 is running behind schedule.
The licensee is considering submitting a
request for a schedular exemption request.
They were requested to submit it as soon as possible if it is to be submitted.
Unit 2 Refueling Outage:
The licensee was requested to meet with the NRC six months before the start of the first refueling outage to discuss actions required for restart after the outage.
The licensee should be prepared to submit these requests with the exception of the reload analysis shortly after the meeting.
The reload analysis is to be submitted three months before the outage.
Generic Letter 88-13 Generic Letter 88-14 This item required a response by September 1, 1988.
The licensee did not receive it until August 22, 1988.
The licensee is trying to meet the required date.
The licensee is reviewing this letter to develop an action plan.

NMPC needs to know if additional exemptions are necessary.
NMPC proposed submitting relief requests for both the first and the 2nd.10yr ISI program within 12 months after restart of Unit 1.
NRC stated further discussion would be needed on this proposal.
61450 Retyped Technical Specification NRC and NMPC agreed this was a low priority issue.
Updating will be necessary before beginning work on this issue again.
