Dear Mr. Endries:

JUL 8 t988 On June 28 and 29,

1988, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC.

These meetings are conducted biannually to focus NRC resources on those plants and issues of greatest safety significance.

At this meeting, the Nine Mile Point 1 facility was categorized as requiring close monitoring.

Plants in this category have been identified as having weaknesses that warrant increased NRC attention from both headquarters and the regional, office.

A summary of NRC discussions held relating to Nine Mile Point 1 is provided below:

A status report on Niagara Mohawk Power Corporation activities prior to and during the current Nine Mile Point Unit 1 outage was reviewed.

The licensee's plans to address Confirmatory Action Letter No. 88-13 of March 23, 1988 and the response to the NRC letter of May 4, 1988 requesting Niagara Mohawk Power Corporation (NMPC) plans for restart were discussed.

This included a summary of recent regulatory and performance issues at Nine Mile Point 1 and NRC concerns regarding NMPC's ability to aggressively pursue and implement effective corrective action programs.

The recent corporate and site management changes and the pending reorganization were discussed with their potential for increased oversight of station operations.

Poor attitude and performance of Unit 1 licensed operators during both an emergency operating procedure inspection and NRC training.program reviews and the contrasting satisfactory performance at Unit 2 were also discussed.

The NRC Systematic Assessment of Licensee Performance (SALP) report issued on April 21, 1988, the Notice of Violation with a civil penalty issued on January 7, 1988 concerning the inservice inspection

program, and recent operator training concerns represent a trend in performance that is of significant concern to the NRC.

In particular, the recent SALP report expressed concern about leadership weaknesses and NMPC's failure to seek out and.correct technical and management problems before they become regulatory concerns.

It was noted that previous licensee efforts to bring about long term changes in performance at Nine Mile Point 1 have met with limited success and NRC remains concerned regarding the lack of a comprehensive plan to correct the root causes of inservice inspection, fir'e protection, emergency procedure, and operator training issues to support restart of Unit l.
