safety
inspection
conducted
by Mr.
D.
Lange of this
office on March 22-25,
1988, at the Nine Mile Point Nuclear
Power Station, Unit
1 of activities authorized
by
NRC License
No.
and to the discussions
of
our findings presented
by Mr.
D.
Lange to Mr. J. Willis and other
members
of
your staff at the conclusion of the inspection.
During the inspection,
an apparent
violation of the
requirements
for
conduct
of
the
licensed
operator
and
senior
operator
requalification
program
was
identified.
The
violation,
as
well
as
other
concerns,
are
described
in
the
enclosed
inspection
report.
In addition,
a
Confirmatory
Action Letter was
issued
on
March
28,
1988,
which described
certain
actions
that would be taken
by you with respect
to the requalification program.
The
NRC
is
considering
the
apparent
violation for appropriate
enforcement
action.
As discussed
with Mr. J. Willis on June 8,
1988,
we plan to conduct
an
enforcement
conference
with you to discuss
the apparent
violation as well
as
the
other
concerns
and will contact
you
in
the
future
to
establish
an
appropriate
date.
At the
enforcement
conference
you
should
be
prepared
to
discuss
(1) the safety significance of the apparent violation, (2) the specific
and
underlying
cause
of the apparent
violation,
and (3) the actions
taken
or
planned to correct the individual violation and the results
achieved.
