Mr. W. Johnston,

Acting Director, Division of Reactor Safety,

Mr. T. Perkins,

Station Superintendent

on March 1,

1988.

Areas

examined during this inspection

are described

in the

NRC Region I

Inspection

Report which is enclosed with this letter.

Within these

areas,

the

inspection consisted

of selective

examinations of procedures

and representative

records,

interviews with personnel,

and observations

by the inspector.

Within the

scope of this inspection,

no violations were identified.

However,

discrepancies

were identified in the documentation

of licensed operator

retraining

and continuing training.

During the March 1,

1988,

telephone

conversation

Mr. Perkins

acknowledged

the documentation

concerns

and committed

to correcting

them.

Your attention is directed to section 2.2 of the enclosed

inspection report

which discusses

an apparent

generic attitude

among license

personnel,

that the

requalification training program is not effective in training the operators

to

perform job-related activities.
