HAINTENANCE OF OPERATOR LICENSES On Hay 26,
- 1987, an amended regulation, 10 CFR 55, concerning the licensing of reactor and senior reactor operators became effective.
The background section of the Supplemental Information, pr'ovfded with the new regulation, states that those fact ltty licensees that have made a
commitment that fs less than that required by these new rules must conform to the new rules automatically.
Prior to Hay 26,
- 1987, ft had been agreed that selected senior reactor operators who were issued licenses for Nine Mile Point Unit 2 could retain their licenses for Nine Mlle Point Unit 1 for administrative purposes.
Under the current rule a licensed operator or senior operator, must be. enrolled tn the requalification program of the facility for which he holds a license, fn order to meet the conditions of hfs/her license in accordance with 10 CFR 55.53(h).
If the conditions of the license are not met, the license may be revoked in accordance with 10 CFR 55.61(b)(3).
In addition, an applicant for renewal of a
license is required to have satisfactorily completed the requalificatlon program for the facility for which the license renewal is sought fn accordance with 10 CFR 55.57(a)(4).
During a
review of recently submitted renewal appltcatfons it was noted that those individuals, who hold or have held senior operator licenses for Nine Mfle Point Unit 1
and Unit 2, documented a significantly reduced amount of time spent in requalificatfon training for each licensed fac f 11ty.
Speci f1 cally, the Operations Superintendent for Nine Mlle Point Unit 2
had only spent one (1) week tn requalificatton training from May 1986 to December 1987.
In addition, the Technical Superintendent for Nine Mile Point 1
8 2 had completed only three (3) weeks fn requallflcatlon traintng for Unit 2, from January 1986 to December 1987 and four (4) weeks in requalificatlon training for Unit 1, from October 1985 to September 1987.
10 CFR 55.59(a)(1) requires that each licensee shall successfully complete a
requa lif1 cation program developed by the fact 1 1ty licensee that has been approved by the COIIission.
This program shall be conducted for a continuous period not to exceed 24 months in duration.
