GPA/PA JJohnson,RI EMTB By letter dated October 23, 1987 you requested NRC approval to use ASME Code Cases N-278 and N-375-2 in the Nine Mile Point Station, Unit No.
1 Inservice Inspection Program (TAC 67415).
The Code Cases will be used for the following applications:
N-278 "Alternative Ultrasonic Calibration Block Configuration, I-3131 and T-434.3."
This code case will be used for the procurement of a new reactor pressure vessel calibration standard.
N-375-2 "Rules for Ultrasonic Examination of Bolts and Studs."
This code case will be used for the procurement of a new reactor vessel closure stud calibration standard and for the examination of the vessel studs.
Your request was in accordance with 10 CFR 50.55a(a)(3) which permits alternatives to the ASME Code if the proposed alternatives would provide an acceptable level of quality and safety.
He have reviewed your request that the above Code Cases be used for the stated applications.
Regulatory Guide 1.147, Revision 5, "Inservice Inspection Code Case Acceptability ASME Section XI Division I," dated August 1986, lists code cases that are generally 'acceptable to the NRC staff for implementation in the inservice inspection of, light-water cooled nuclear power plants.
Both of these Code Cases are listed by Regulatory Guide 1.147 as being acceptable to the NRC staff.
Code Case N-375-2 is endorsed by Regulatory Guide 1. 147 with no exceptions by the NRC staff.
Code Case N-278 is acceptable subject to conditions as stated in Regulatory Guide 1. 147.
The use of this Code Case requires that the additional conditions be met.

We find that the uses of these Code Cases are acceptable and, pursuant to 10 CFR 50.55a(a)(3) that their use:
- 1) as endorsed by Reg.
Guide 1.147, provides an acceptable level of quality and safety, and 2) is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest.
