This refers to the equipment qualification inspection
conducted
by
NRC on April

1986 at Nine Mile Point, Unit 1.
The report of this inspection
(NRC
inspection report 50-220/86-05)
was sent to you on June
3,
1986.
Based
on the results of that inspection, it appears
that
one of your activities
was not conducted
in full compliance with NRC requirements,
as set forth in the
Notice of Violation, enclosed
herewith
as Appendix A.
This violation was
identified as
an unresolved
item (50-220/86-05-02)
at the time of the inspection.
However,
based
on current
NRC equipment :,ualification enforcement
guidance,
this item is upgraded
to
a violation.
This violation has
been categorized
by
severity level in accordance
with the "General
Statement of Policy and Procedure
for NRC enforcement Actions,"
10 CFR Part 2, Appendix
C (Enforcement Policy).
You are required to respond
to this letter and in preparing your response,
you
should follow the instructions
in Appendix A.
The responses
directed
by this letter and the accompanying
Notice are not subject
to the clearance
procedures
of the Office of Management
and Budget as required
by the Paperwork
Reduction Act of 1980,
PL 96-511.
