SUMMARY
FOR THE SEPTEMBER 21, 1987 MEETING ON THE LICENSEE'S SELF-ASSESSMENT PROGRAM. EWenzinger WCook
, LWink WSchmidt In accordance with its commitment of,June,4, 1987, Niagara Mohawk Power Corpor-ation (the licensee) established a program for self-assessment of the Nine Mile Point, Unit 2 (NMP-2) 'power-ascension program.
The licensee's report on the findings of the self-assessment program was subm'itted to the NRC on September 13, 1987.
In parallel, the NRC staff performed an independent assessment of the licensee's performance during the same per'iod.
On September 21, 1987, the NRC staff met with the licensee's senior management and their staff to discuss the findings of the two assessments.
I The licensee presented an over'view of the self-assessment process.
The licensee stated that while few of the issues identified by the self-assessment process were new, the self-assessment had identified new nuances and had increased the licensee s recognition of the existence of the problems identified.
The licensee noted that the Self-Appraisal Team (SAT) had observed improvements in the areas of procedures, the working environment in the'control room and communication to the lower level personnel.
The licensee also noted that improvements were needed in the areas of communications with the NRC and attitudes of personnel.
Other concerns identified by the licensee's SAT include untimeliness of SORC reviews, overloading of first line supervisors, and housekeeping.
The licensee committed to improving the tracking system for concerns raised by the NRC.
A copy of the licensee's handout is included as Enclosure l.
The NRC staff expressed concern that a formal mechanism is needed by the licensee to get back to people who raised concerns, thereby encouraging them to continue doing so.
The NRC's independent assessment included, the areas of operations, startup and surveillance testing and assurance of quality.
The following findings of the NRC assessment were noted:
Station operations have been conducted safely.
The working environment in the control room has improved.
Material and spare parts problems persist.
Engineering is slow to become involved in problems.
Management attention to the Technical Specifications is needed.

There are problems in the assurance of quality area.
The burden on supervisors needs to be relieved.
Housekeeping needs improvement.
The licensee relies on the NRC to determine compliance with regulations.
During the meeting a,number of clarifications and supporting details to the licensee's self-assessment report were'iscussed to assist the NRC staff in correlating the licensee's report with the NRC report.
In conclusion, the NRC staff stated that the licensee had done a satisfactory
, job of assessment and informatio'n gathe'ring and that they were encouraged by the licensee's decision to continue the self-assessment program through Test Condition 6.
However, the NRC staff noted that although it appeared that the licensee had been somewhat self-critical, the planned corrective actions noted in the report sometimes appeared to be weak or'inappropriate responses to the concerns.
The licensee stated that this problem was the result of the limited time allotted for the proposal and the review of the recommendations and that a corrective action plan was being developed,to respond to the findings.
The NRC staff stated that the value of the sel,f-assessment would be measured by the licensee's response to the recommendations'"and by the feedback given to those who made the recommendations.-*
The 'licens'ee was requested to provide a supplement to the self-assessment report to address these issues.
In addition, the licensee was requested to provide a 'schedule'for implementation of the recommendations.
The NRC staff stated that the evaluation of the licensee's self-assessment effort would continue as part of the SALP (Systematic Assessment of Licensee Performance) process.
