This letter refers to the routine safety inspection
conducted
by Mr. H. Kerch
of this office on June
29-30 and July 6-10,
1987, at the Nine Mile Point,
Units
1 and 2.Mr. Kerch. discussed
the finding of the inspection with
Mr. C.
Beckham of your staff at the conclusion of the -inspection'.
Areas
examined during this inspection
are described
in the
NRC Region I
Inspection
Report which is enclosed with this letter.
Within these
areas,
the
inspection consisted
of selective
examinations
'of procedures
and representative
records,
interviews with personnel,
and observations
by the inspector.
Based
on the results of this inspection, it appears
that two of your
activities were not conducted
in full compliance with NRC requirements,
as
set forth in the Notice of Violation, enclosed
herewith
as Appendix A.
These
violations have
been categorized
by severity level in accordance
with the
General
Statement
of Policy and Procedure
for
NRC Enforcement Actions,
10 CFR Part 2, Appendix C, (Enforcement Policy 1987).
For these violations
a response
to this report is required
by 10 CFR 2.201.
Please
follow the
instructions in Appendix A in the preparation of your response.
In addition, during this inspection it was determined that
no reactor pressure
vessel beltline welds are included in the current inservice inspection
program.
Although relief from inspection
has
been previously granted
by
NRC
for each specific beltline weld,
we believe that it is appropriate for you to
review the feasibility of reactor pressure
vessel beltline inspections
in
light of the current state-of-the-art
inspection techniques.
With regard to
this issue,
we request that in your response
to the Notices of Violation
presented
in Appendix
A of the enclosed report, you inform us of what actions
you plan in this area
and their schedule for completion.
