GPA/PA Your consent is requested to publish the attached Sholly Notice for Nine Mile Point 2 as an individual notice.

The proposed amendment would change Technical Specification 3/4.7. 1 to revise the service water supply header discharge temperature from 76'F (77'F for up to 50% power) to 81'F.

Because of the unusually long heat wave this summer, the temperature of the lake water supplying the service water for Nine Mile Point 2 first exceeded 76'F on July 13, 1987.

The licensee requested and was granted an emergency amendment to the Technical Specifications on July 22, 1987.

At the time of the original request, the licensee noted that additional analyses were being performed to justify oper ation at a higher temperature.

Service water tempera-ture exceeded 77'F on July 24, 1987 and the unit was forced to shut down.

Because of the continuing high temperatures in the area, the licensee anticipates that the service water temperature could again exceed 77'F, requiring another shutdown.

Therefore, the licensee requested that this amendment be processed as an emergency.

However, discussions with Joe Scinto have indicated that this amendment would more appropriately be issued as an exigency (15 day notice period) with provisions to change to an emergency, should the need arise.

Therefore, publication of the attached notice as an individual notice would allow more public notice in the event we decide to process this change as an emergency amendment.
