we conducted of the activities at the Nine Mile

Point Nuclear Station, Unit 1, for the period June

1,

1985 through October

31,

1986.

This report was discussed

with you at

a meeting

on March 26,

1987 at

your Training Center in Scriba,

New York.

The list of meeting attendees

is

attached

as Enclosure l.

In response

to your written comments

(Enclosure

2)

on our report,

changes

have

been

made to the

SALP to reflect this additional

information.

These

changes

are noted in the enclosed

amended

report (Enclosure 3),

as well as, additional editorial

changes

made

by my staff.

I

Our overall

assessment

of your facility operation

concludes

that increased,

management

attention is needed

in several

functional areas.

Numerous

weak-

nesses

were identified during this assessment

period, particularly during the

1986 refueling outage.

Declining performance

in several

functional areas

at

Unit

1 appeared

to have

been

caused

by the strain

on management

from the

pressing

demands for the completion of construction

on Unit 2.

Your letter of

April 22,

1987 addressed

the corrective actions

taken

and planned regarding

the Maintenance

and Assurance

of guality functional areas.

We plan to pay

particular attention to your progress

in these

areas.

No reply to this letter is required.

Your actions in response

to the

NRC

Systematic

Assessment

of Licensee

Performance will be reviewed during future

inspections of your licensed facility.
