Docket No. 50-410 APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation (Niagara Mohawk), holder of Facility Operating License No.
NPF-54, hereby requests that certain changes to the Operating License and Technical Specifications be made to support the use of pneumatic actuator wye pattern globe valves (MSIVs) as main steam isolation valves in the facility. Specifically, Niagara Mohawk requests that:
1.
Section 2.C.(14) of the license be deleted.
This section is related to special conditions appropriate only to the valves being removed.
2.
The references to 10 CFR 50.55(e) contained in Attachment 1
to License No.
NPF-54 relating to ball-type MSIVs, e.g.,
Items l.a.(2), (3)(4), which address construction problems relating to the valves being removed be deleted as moot.
[A separate letter will be submitted to Region I closing out these three outstanding 10CFR50.55(e) reports.]

Sections 2.2.1 and Tables 2.2.1-1, 3.6.12-1, and 3.6.3-1 of the Technical Specifications set forth in Appendix A to the license be amended to address the change to wye-pattern globe valves.
Specifically:
a.
Table 2.2.1-1 has been changed to account for differences in the physical configuration of the position indicating switches between the ball valves and the new Y-pattern globe valves.
Industry experience has indicated that the current Nominal Trip Setpoint of less than or equal to
- 61. closed cannot be met with the mounting brackets on the globe valves.
The proposed setpoint of less than or equal to 8%
closed will allow margin for field adjustment.
A corresponding allowable value of less than or equal to 121. closed is also proposed to account for drift.
b.
Table 3.6.1.2-1 has been changed to alter the valve designation to provide consistent notation for the type of valve installed, e.g.,
an air-operated (AOV) valve.
The change is administrative only and does not require a safety evaluation.
c.
Table 3.6.3-1 has been changed to alter the valve designation to provide consistent notation.

The changes to the Operating License and Technical Specifications have been reviewed in accordance with Section 6.5 of the Technical Specification.
'I The proposed change will not authorize any change in the types of effluents or in the authorized power level of the facility in conjunction with this Application for License Amendment.
Supporting information and analysis which demonstrate that the proposed change involves no significant hazards considerations pursuant to 10 CFR 50.92 is included as Attachment B.
WHEREFORE, Applicant respectfully requests that Operating License No.
NPF-54 and Appendix A thereto amended in the form attached hereto as Attachment A.
