1 and 2, Scriba,

New York.

A summary of the

findings was presented

to Mr. T.-Perkins

and other members of your staff at the

conclusion of the inspection.

As documented

in the enclosed

report, activities involving fuel load resulted

in three violations of Technical Specifications.

We acknowledge that each of

these violations was identified by your staff.

However,

we are concerned that

conditions existed,

on shift, where these errors could be made, particularly

during the first few days of licensed operation.

To discuss this matter further,

we plan to have

an enforcement

conference with

you.

Please

be prepared

to discuss

the violations identified in the enclosed

report and your corrective actions

taken or planned to preclude

recurrence.

Enforcement action, if appropriate, will be forwarded under

a separate

cover

letter.
