Docket No. 50-220 November 24, 1986 Niagara Mohawk Power Corporation ATTN:

Mr. C. V. Mangan Senior Vice President c/o Miss Catherine R. Seibert 300 Erie Boulevard West

Syracuse, New York 13202

Dear Mr. Mangan:

SUBJECT:

SAFETY EVALUATION -,STRUCTURAL INTEGRITY OF VACUUM BREAKFRS (TAC 57160)

Re:

Nine Mile Point Nuclear Station, Unit No.

1 We have completed our review of your submittals dated July 22, 1983 and March 7, 1986 regarding the structural integrity of vacuum breakers in the Nine Mile Point Nuclear Station, Unit No.

1 (NHP1), for the Mark I Containment Program.

A detailed review and technical evaluation was performed by the Staff's contractor, Franklin Research Center (FRC), and is found in the attached Technical Evaluation Report (TER). It should be noted that on pages 8 and 15 of the TER, the vacuum breaker type and size for both Fitzpatrick and Nine Mile Point Unit 1 should be AM 30 in. (external),

and not AM 18 in. (external).

We have reviewed this report and concur with the contractor's conclusion that the vacuum breakers at'NMPl will provide adequate margins of safety under the revised loadings in the Mark I contain-ment for all operating conditions, and therefore need not be modified.

C A copy of the Safety Evaluation supporting our findings is enclosed.

Sincerely,

Enclosure:
