SUMMARY
FOR SEPTEMBER 12, 1986 MEETING ON CONTROL ROOM DOSES On September 12, 1986, the staff met with representatives of Niagara Mohawk Power Corporation (NMPC) and their consultants from Stone and Webster Engineer-ing Corporation (SWEC) and Meteorological Evaluation Services, Inc.
(MES) to discuss control room doses at Nine Mile Point Unit 2 (NMP-2).
NMPC has submitted a request for an exemption to General Design Criterion (GDC) 19 to permit fuel loading and operation of NMP-2 up to 5 percent of rated power while a review of the potential control room doses in the event of a loss-of-coolant accident (LOCA) is being completed by the NRC.
On September 5, 1986, NMPC submitted additional information concerning the methodology used by NMPC to determine the x/g for the control room for NMP-2.
This submittal discussed wind tunnel testing at Grand Gulf that was done to verify the model used to calculate the x/9 at NMP-2.
NMPC was not aware of any other testing that has been done to verify the model.
NMPC further noted that the NRC had consistently applied the Murphy-Campe method of calculating x/0 for other facilities.
In addition to releases from the reactor building vent and the main stack, there are three other release points for bypass leakage:
the radwaste building, the main steam tunnel and the standby gas treatment system.
The NRC recommended NMPC review other areas to determine if additional support-ing data exist for the methodology used to calculate the x/g at NMP-2.
NMPC committed to inform the NRC of the results of that survey by Wednesday, September 17, 1986.
The NRC committed to respond to NMPC on the acceptability of the NMPC method by Friday, September 19, 1986.
