Changes to the Final Draft Technical Specifications for Nine Mile Point, Unit 2 By letter dated June 27, 1986, the final draft Technical Specifications for Nine Mile Point, Unit 2 were transmitted to you for certification.
In a number of submittals through August 22, 1986, Niagara Mohawk submitted requests for changes to the final draft Technical Specifications.
The staff has completed their review of the requested changes.
A number of requested changes were not acceptable for the following reasons,
- 1) the change is not acceptable for technical/safety reasons;
- 2) insufficient justification was provided for the proposed change; or 3) the issue would require signif'icant staff review, was submitted late in the process, and is not necessary for low power operation.
Those changes which were determined by the staff to be acceptable are reflected in the revised pages to the final draft Technical Specifications in the enclosure.
You should certify that the final draft Technical Specifications issued June 27, 1986, with the enclosed changes are consistent with the Final Safety Analysis Report, the NRC Safety Evaluation Report (NUREG-1047) and its supplements, and the as-built facility.
The resources and processes used to review and certify the Technical Specifications should be detailed in your response.
If any addi-tional comments are provided before or with your certifications, you may be requested to recertify, following staff review of those
- comments, any required revisions to the Technical Specifications or the Safety Evaluation Report.
Supplement 4 to the Nine Mile Point 2 Safety Evaluation Report is expected to be issued shortly to support the certification process of the Technical Specifica-tions'~

The certification of the Technical Specifications is required before an operating license can be issued for Nine Mile Point, Unit 2.
Certification, therefore, should be provided commiserate with your anticipated fuel load date.
Additional changes submitted close to the anticipated fuel load date may delay licensing.
