SUMMARY

CONCERNING THE JULY 31, 1986 MEETING WITH NIAGARA MOHAWK POWER CORPORATION ON NINE MILE POINT, UNIT 2 (SEISMIC QUALIFICATION AND DOSE CALCULATIONS)

On July 31, 1986, the NRC staff met with representatives of Niagara Mohawk Power Corporation (NMPC) to discuss issues still outstanding from the Seismic gualification Review Team (SgRT) audit of Nine Mile Point, Unit 2 (NMP-2).

A list of additional information required to be submitted by NMPC before the NRC staff can complete its review of the SgRT issues is identified in Enclosure l.

Following the review and discussion of the SgRT issues, a discussion was held concerning the control room dose calculations for NMP-2.

As a result of recent revisions to the secondary containment drawdown time, and the secondary containment bypass leakage

paths, a

new review of the control room dose analysis was required.

In the process of that new review, the NRC staff raised questions about how the control room x/q was calculated.

Standard NRC practice is to use the Murphy-Campe method for calculating the x/q.

NMPC used a method based on wind tunnel tests which reduced the x/q by about a factor of ten.

The NRC has requested additional information on the method used for determining the control room x/q.

During the meeting, a temporary exemption to GDC 19 until 5X power operation was discussed.

An exemption to GDC 19 would allow NMPC to get a license to load fuel at NMP-2 before the NRC staff completed its evaluation of the methodology used to calculate the x/q.

The exemption request would have to include a commitment to make any necessary modifications to meet GDC 19 before exceeding 5% of rated power.

NMPC committed to submit the details of the methodology by August 6, 1986 and a request for exemption by August 14, 1986.

A tentative meeting was scheduled for August 20, 1986.

NMPC needs to demonstrate that noise from the main air starting control valise was related to the air supply and not the g-level of the test.

c)

NMPC needs to provide a commitment that the differential pressure gauge that needed to be retightened during the test will be checked after an

OBE in addition to the annual test already committed to.

In addition, the short nipple should be checked annually and after an OBE.
