OF JUNE 13,
- 1986, MEETING ON SECTION 6, "ADMINISTRATIVECONTROLS",
OF THE NMP-2 DRAFT TECHNICAL SPECIFICATIONS On June 13, 1986, the NRC staff met with representatives of NMPC to discuss Sec-tion 6, "Administrative Controls", of the NMP-2 draft Technical Specifications.
Specifically, Sections 6.8.2 and 6.8.3 of the draft Technical Specification specifies requirements for the review and approval for permanent and temporary changes to the security plan implementation procedures.
NMPC requested that these sections be revised as indicated in enclosure 1.
This change was not acceptable to the NRC as the recommended change involved replacing the recom-mendation of the SORC before implementing revisions to the security procedures with a "Technical review".
The NRC concern was based on the lack of a respons-ibility by a multi-discipline team.
NMPC expressed concern that a requirement for review by SORC would delay their ability to respond quickly to NRC inspector concerns in the security/safeguards area.
NRC recommended that NMPC use the temporary change method in 6.8.3 where fast response is required and later follow 6.8.2 requirements to make the change permanent.
NMPC did not feel review by an SRO (Senior Reactor Operator) would be necessary
- either, as most changes are administrative.
NRC requested NMPC to suggest an alternate to the SRO.
NMPC stated that the method suggested in enclosur'e I was adequate and has been used at Nine Mile Point Unit 1 (NMP-I) successfully for years.
The NRC staff and NMPC were unable to reach agreement on this issue.
NMPC was requested to submit their request formally if they wished to pursue the issue.
The NRC staff also stated NMPC would have the right to appeal if the NRC response to that issue was not satisfactory to them.
Following the discussion of Section 6 of the Technical Specifications.
NMPC requested that'he Final Draft Technical Specifications be issued in the near future.
The NRC staff discussed concerns with issuing the Final Draft of the Technical Specifications.
Specifically, the NRC stated that the FSAR should reflect the actual NMP-2.plant before issuance of the Final Draft Technical Specifications to allow the certification process to proceed with the issuance 8607090177 860M3 PDR

Additional changes being made in Amendment'6 to the FSAR are needed to support the Technical Specifications.

based on the recommendations of 56RG* [the Technical review*] before imple-mentation and reviewed periodically as set forth in administrative procedures.
TEMPORARY CHANGES 6.8.3 Temporary changes to procedures of Specification 6.8.1 may be made pro-vided:
a.
The intent of the original procedure is not altered; b.
The change is approved by two members of the unit man'agement staff, at least one of whom holds a Senior Operator license on the unit affected; and C ~
The change is documented, approved by the General Superintendent Nuclear Generation based on the recommendations of the 59R5* [Technical review*]
within 14 days of implementation.
