this office on. Apr'i 1 14-25,

1986 at the Nine Mile Point Station, Unit 2 and by

Mr. K. Manoly on May 6,

1986 at Stone

8 Webster Engineering office in Cherry

Hill, New Jersey.

The findings of this inspection

were discussed

by Mr.

Wiggins with Mr. D.

guamme, of your staff, during the exit meeting

on April 25,

1986

and the telephone

conversation

of May 8,

1986.

Areas

examined during this inspect,ion

are described

in the

NRC Region I

Inspection

Report which is enclosed with this letter.

Within t,hese

areas,

the

inspection consisted

of selective

examinations of procedures

and representative

records,

interviews with personnel,

measurements

and calculations

performed

by

the

Team.

In general,

the results of this inspection

indicated that the as-built

condition of the systems

examined

were

good and were in conformance with

drawing requirements.

Further,

the results

showed that these

systems

were

constructed

substantially

in accordance

with the descriptions

provided in the

Final Safety Analysis Report, and in the

NRC Safety Evaluation Report.

One noteworthy exception involved the work performed

by Reactor Controls,

Incorporated

(RCI).

The Team found that certain

supports

involved with the

scram discharge

volume headers

did not conform with drawing requirements

regarding

the provisions for thermal

expansion

gaps.

These conditions existed

even

though the drawing indicated that the as-built condition had

been verified

and that your Architect-Engineer

had accepted

the

RCI work based

on

a sampling

inspection.

Therefore,

based

on the results of this inspection, it appears

that

RCI

work and certain other plant activities were not conducted

in full compliance with

NRC requirements,

as set forth in the Notice of Violation, enclosed

herewith

as Appendix A.

These violations have

been categorized

by severity level in

accordance

with the revised

NRC Enforcement Policy (10 CFR 2, Appendix C)

published in the Federal

Register Notice (49 FR 8583) dated

March 8,

1984.

You

are required to respond to this letter and in preparing your response,

you

should follow the instructions contained

in Appendix A.
