SUMMARY

OF MEFTINGS WITH NMPC CONCERNING FSAR VERIFICATION FOR NINE MILE POINT UNIT 2 AND LICENSING ISSUES FOR NINE MILE POINT UNITS 1 AND 2 On March 27, 1986, the NRC staff met with representatives from NMPC to discuss licensing issues for Nine Mile Point Units 1 and 2 (NMP-1 and NMP-2).

The morning discussion focused on the FSAR verification process for NMP-2.

This area is the responsibility of the Compliance and Verification Group at NMPC.

Enclosure 1 contains information. provided hy NMPC during this discussion.

NMPC has computerized the text of the FSAR to facilitate the FSAR verification process.

The FSAR was then "unitized" or broken down into finite segments (for

example, in sentences or paragraphs).

Each unit is then verified and the docu-mentation relied upon for verification is then documented under the unit number.

This process is used for FSAR amendments and for letter commitments as they are submitted and will be used for the Technical Specifications.

Stone and Webster Engineering Corporation (SWEC) and General Electric (GE) have been contracted by NMPC to perform some of the verification process in their areas.

Recently, an NRC resident inspector at Nine Mile Point Unit 2 discovered a

discrepancy between the FSAR and the Technical Specifications concerning the Standby Liquid Control System (SLCS)

Pumps.

The FSAR stated the pump flow rates for the two pumps was 43 GPM each.

The Technical Specifications and the pump acceptance test contained a lower number (41.2 GPM).

NMPC was asked how, in spite of the extensive FSAR verification program, an error such as this could occur.

NMPC stated documents such as purchase specifications are used to ver'ify "units" in the FSAR.

NMPC relies upon Quality Assurance/Quality Control (QA/QC) to verify the purchase specifications against the as-built plant.

NMPC therefore relies on QA/QC to find problems such as was found on the SLCS pump, not the FSAR verification program.

NMPC was requested that when revising pages which contain vague references such as "submitted under separate cover" that a more specific reference with a sub-mittal date be used.

This would facilitate finding these documents at a later date.

NMPC was also requested that when submitting "road maps" with FSAR amendments that the discussion of the change be more descriptive to assist the NRC in evaluating the acceptability of the change.

Many of the discussions in the past have been limited to "updated to reflect as built plant".

In the afternoon, Mr. Stan Wilczek, Manager of Nuclear Technology for NMPC, met with members of NRC management to discuss licensing issues for NMP-1 and NMP-2.

Mr. Wilczek who is currently involved in Licensing for NMP-1 will assume respons-ibilityfor NMP-2 when NMP-2 receives its operating license.

Enclosure 2

contains an organization chart for NMPC following issuance of the operating license for NMP-2.

Subjects discussed during Mr. Wilczek's visit include schedules, downcomers, housekeeping, and the PSI/ISI program for NMP-2; life extension, emergency Technical Specifications exemptions, hydrogen injection and replacement of the recirculation piping for NMP-1.

A list of meeting attendees is included as 'enclosure 3.
