Reactor Vessel Material Surveillance Program for Nine Mile Point, Unit 2 In SER Section 5.3. 1, we stated the requirements of 10 CFR 50, Appendix H, had been satisfied for Nine Mile Point, Unit 2 (NMP-2) with the exception that the surveillance capsules have been positioned inside the reactor vessel at locations that result in low lead (lag) factors.

As a result of these lag factors, the NMP-2 surveillance capsules will provide dosimetry data, but no meaningful material surveillance data for monitoring the effect that neutron irradiation wi 11 have on the NMP-2 reactor vessel beltline materials.

Pursuant to 10 CFR 50 Appendix H II.C, Niagara Mohawk in its letters dated December 3, 1984, May 16,

1985, September 30,
1985, November 18,
1985, December 17,
1985, and January 16,
1986, has provided the details of a proposed integrated surveillance program.

The staff has reviewed the details of that program and has determined that the proposed program satisfies the requirements of 10 CFR 50, Appendix H, Section II.C.

The basis for that finding is discussed in the enclosed draft safety evaluation.
