This refers to the special
team assessment
of the Nine Mile Point, Unit 2,
Quality First Program
(Q1P)
and its implementation
by this office on January
27-31,
1986, at Nine Mile Point 2, Scriba,
New York, and to the discussion
of
our findings at the conclusion of our assessment
held by Mr. J.
C. Linville
with Messrs.
R. Matlock and A. Kovac of your staff.
The assessment
consisted of selective
examinations
of procedures
and
representative
records,
interviews with personnel,
and observations
by the team
members.
Findings are described
in the
NRC Region I Inspection
Report which is
enclosed with this letter.
Overall the assessment
indicated that your Quality First Program
has
led to the
correction of several
quality concerns that might not otherwise
have
been
identified,
and that the program
has
several
noteworthy strengths.
It further
showed that manag'ement
oversight
has led to improved
Q1P effectiveness.
How-
ever,
as discussed
within the attached
report our .assessment
identified several
areas
where
improvements
are
recommended
to enhance
the effectiveness
of your
established
program.
Within the
scope of this assessment,
no violations were observed
and
no written
response
to this letter is required.
Your cooperation with us in the conduct of this assessment
is appreciated.
