Review of Preoperational Tests to be Conducted after Fuel Load for Nine Mile Point, Unit 2 In a letter dated January 31, 1986, you indicated that, at this time, there are no preoperational tests planned to be deferred beyond fuel load.

You also included a list of preoperational tests which you believed could be deferred beyond fuel load and requested NRC review and concur rence of deferral of these tests.

In order to review the acceptability of deferral of these tests beyond fuel load for Nine Mile Point, Unit 2 (NMP-2) the following information should be provided; (1) justification for not completing these tests (2

schedule when these tests will be completed (3)

Niagara Mohawk's basis for concluding it is acceptable to delay these tests (4) an evaluation of whether each of these tests involves any exception to the technical specifications (5) exemption requests where required.

In order to support a May 5, 1986, fuel load date, we request this information be provided no later than March 7, 1986.

The above request was discussed with Mr. Don Hill of your staff on February 5, 1986.
