Dual Role SRO/STA Amendment 18 to the Nine Mile Point, Unit 2 (NMP-2)
FSAR contained a
commitment that the Senior Technical Advisor (STA) qualifications would meet the provisions of SECY-84-355.
On the basis of this commitment, in Supplement 1 to the Safety Evaluation Report (SSER-1 June 1985) for NMP-2, the staff concluded that the proposed dual role STA/Senior Reactor Operator (SRO) was acceptable.
Subsequent to issuance of SSER-l, the Commission published a Policy State-ment on Engineering Expertise on Shift {50 FR 43621, October 28, 1985),
which revised the qualification requirements for the dual role position.
Consequently, in order for the use of the dual role STA/SRO to be acceptable at Nine Mile Point, Unit 2, Niagara Mohawk must commit to meeting the pro-visions of the above referenced Commission Policy Statement on engineering expertise on shift.
Discussions with Mr. A. Zallnick of your staff have indicated that the Assistant Station Shift Supervisors (ASSSs) who are intended to fill the STA/SRO dual role, do meet the qualification requirements of the referenced Commission Policy Statement.
In order to close this issue and make the FSAR consistent with the Technical Specifications, we are requesting that Niagara Mohawk revise the FSAR to commit to the Commission Policy Statement on Engineering Expertise on Shift (50 FR 43621, October 28, 1985).
