Responses to Confirmatory issues in letters dated November 27,
- 1985, and December 2, 1985 During discussions with your staff it had been indicated that the procedures for Nine Nile Point, Unit 2 (NNP-2) would be completed in November 1985.
Recent letters from your staff have indicated that, in fact, a number of procedures would not be complete until February 15, 1986.
In discussions with Nr. Anthony Zallnick, of your staff, on December 6,
1985, the Licensing Project Manager, Ms. Navy Haughey, indicated that this later completion date may not support a February 24, 1986, fuel load date.
Specifically, a number of confirmatory issues in the SER rely on completion of certain procedures.
Below is a list of concerns relating to responses to confirmatory issues submitted in letters dated November 27,
- 1985, (NMP2L 0542) and December 2,
- 1985, (NMP2L 0548).

This issue should then be addressed in accordance with SER Section 7.3.2.5 and IE Information Notice 84-37.

G. Hooten In addition, to the above listed concerns about procedures schedules, the staff has the following concerns with recently submitted responses to confirmatory issues.
The response to confirmatory issue 28, adequacy of station electrical distri-bution system voltage, submitted in a letter dated November 27,
- 1985, (NMP2L 0545), indicated that the additional testing required to complete this confirmatory issue would be conducted as part of the Loss of Power/ECCS Functional Test.
As stated in Section 8.4. 1, the results of this test are needed to confirm the adequacy of the final setpoint of the degraded voltage relay.
Therefore, this issue cannot be closed until the results of these tests are available and Niagara Mohawk provides confirmation that the test results support the adequacy of the setpoint.
The response to confirmatory issue 35 submitted in a letter dated November 27,
- 1985, (NMP2L 0546), indicated that the diesel generator fuel oil storage tanks would be filled through the diesel day tank connections, if necessary.
The FSAR and the SER indicate that the fuel storage tanks could be filled through the tank manhole located i n the diesel generator building.
The FSAR should be revised to be consistent with the November 27, 1985 letter.
This discrepancy was discussed with Mr. Don Hill of your staff.
