Mile Point, Unit 2 RBecker DVassallo The NRC staff has reviewed the preoperational and startup test program in Chapter 14 of'he FSAR through Amendment 22.

Enclosed is a list of concerns which remain to be addressed before we can complete our review.

Items 15, 24, and 34 correspond to the items of the same number in the list of 40 concerns attached to the meeting summary of September 17, 1985.

Items 41, 42, and 43 are new items which were not discussed at our September 12, 1985 meeting and therefore were not listed in the September 17, 1985 meeting summary.

These concerns result from changes made to Chapter 14 which have been made in recent submittals.

In view of Niagara Mohawk's scheduled fuel load date of February 24,

1986, for Nine Mile Point, Unit 2, responses to these concerns should be provided by January 3,

1986.

A copy of the enclosed list of concerns was provided to Mr.

Don Hill, of your staff, on December 10, 1985.

enclosure 1 to that letter included a list of concerns based cn a proposed Chapter 14 revision for NMP-2.

and November 8, 1985 (NMP2L 8528),

'Ihese letters included a revised Chapter 14 submittal (R%'2L 8524 containing draft FSAR Amendment 22) and revised responses to various RAIs (NMP2L 8528)

All of the concerns included as Enclosure I to the September 17,

1985, have been addressed by NMPC in FSAR Amendment 22 (11-85) except for the following, which constitute the TER input for the Nine Mile Point-2 Initial Plant. Test Program through FSAR Amendment 22 (11-85).

Table 14.2-181 should be modified to reinstate that the low voltage condition addressed in Test Procedure Item 5 is as defined by the Technical Specifications.

Table 14.2-132 should be mdified to reinstate reference to the response to Question F480.25 for test accept~once criteria.
