Letter from C.V. Mangan to A. Schwencer, dated February 12, 1985 In References 1 and 2, Niagara Ilohawk requested NRC approval to use ASME Code Case I'I-411, "Alternative Damping Values for Seismic Analysis of Piping Section III, Division 1, Class 1, 2, and 3 Construction," in the damping spectrum seismic analysis of piping for Nine Mile Point, Unit 2.
In Mr. Mangan's letters, he stated that these damping criteria will be used an an alternative to the values given in Regulatory Guide 1.61, "Damping Values for Seismic Design of Nuclear Power Plants."
In addition, he stated that they will only be used when necessary to resolve design or as-built verification items and that, when used, the new criteria will be applied in their entirety to both the operating basis earthquake and safe shutdown earthquake analysis.
The expected increased piping displacements resulting from using damping values in ASME Code Case N-411 will be verified when piping supports are moved, modified or eliminated.
The verification will ensure that there will be no adverse interaction with adjacent structures, components, and equipment.
The above commitments will be incor-porated into the Final Safety Analysis Report.
Code Case N-411 is a conditionally acceptable Code Case and has been approved by the staff for specific plant applications.
The above commitments from the applicant are sufficient to satisfy the conditions which the staff has placed on this Code Case.
Therefore, the staff finds Niagara Mohawk's proposed use of Code Case N-411 to be acceptable for use at Nine Mile Point, Unit 2 in the response spectrum seismic analysis of piping.
