SUBJECT:

FSAR AMENDMENTS AND COMMITMENTS MADE BY LETTER During the staff's review of the operating license application for Nine Mile.

Point Unit 2 a large number of commitments have been made by Niagara Mohawk through letters which are to be incorporated into the FSAR by amendment.

In order to assist the staff in ensuring that these letter commitments have been incorporated into the

FSAR, we request that when submitting future amendments to the FSAR you list the letter commitments that have been incorporated into that supplement.

If any changes have been made to the letter commitment those changes and the basis for the changes (i.e. subsequent discussions with NRC staff, typos, etc.) should be stated in the cover letter.

In addition, we request that when submitting an FSAR amendment, you include in the cover letter a list of changes, the bases for each of the changes, and whether or not each of the changes affects the SER (or its supplements) or the Technical Specifications.
