OF MEETING HELD OCTOBER 3, 1985 WITH NMPC TO DISCUSS POWER SYSTEMS ISSUES On October 3, 1985 the NRC staff met with representatives of NMPC and their consultants, Stone and Webster Engineering Corporation (SWED), and General Electric Corporation (GE) to discuss containment systems issues regarding NMP-2.

During the meeting the responses to open and confirmatory items from the SER as well as changes to the FSAR submitted in Amendment 20 and Amendment 19 were discussed.

Enclosure 1 contains a surrmary of each of those issues.

Enclosure 2 contains a list of meeting attendees.

Summary of Issues Discussed During Meeting on October 3, 1985 Concerning Power Systems Issues for NMP-2 SER Issues 1.

Separation Criteria (open item 11)

Prior to the meeting the l(RC selected four sample packages to be discussed at the meeting.

These sample packages were selected from the list of items for which analysis was performed by GE to justify adequate separation.

The four packages chosen were:

a) a WATT/Kr. meter b) a WATT transducer c) a transducer d) a controller The ViRC expressed concern that for all non-Class 1E components the analysis should assume these items will fail.

The applicant stated that they understood that the analysis was performed in this manner.

However, a cursory inspection by the NRC staff revealed that all failure modes had not been considered for non-Class 1E components.

Consequently the applicant was requested to review all packages for which analysis was used to justify separation to properly consider failure of the non-Class 1E devices.

The staff suggested the applicant review work done for Fermi-2 in this area.

By letter dated October 9, 1985 the applicant committed to do this.

Responses to SER issues submitted April 30, 1985 A.

Section 1.0 - Fire test Additional clarification on divisional integrity was requested.

Section 5.0 - Exception to R.G.

1.75 Additional clarification concerning separation was requested.

The applicant will submit GE Specification 3042A2638.

If this document provides adequate and acceptable explanation this issue will subsequently be reviewed during the site visit for closure.

Flex conduit The use of flex conduit for separation is acceptable provided redundant circuit protection is used.

In addition the applicant was requested to commit to periodically test circuit breakers.

A footnote is to be added to the response to guestion 421.47.

Responses to SER issues submitted August 26, 1985 Additional clarification was requested from the applicant concerning the Penetration Protection curve submitted August 26, 1985.

FSAR Aniendment 20 Issues 1.

Table 1.8 - Regulatory Guide (RG) 1.75 exceptions This section includes a discussion on light cords.

The acceptability of this item will be determined during the site visit.

2. 'age 8.3 HPCS diesel generator switch Alarms associated with the switch were discussed.

Subsequent to the meeting (conference call 10/4/85 Don Hill, NNPC) the staff informed the applicant that in accordance with R.G. 1.108, position C.1.8.4, and R.G.

1.47 the alarm on the HPCS diesel generator switch should have direct annunciation in the control room and the test position should have an automatic inoperable light.

In addition, during the meeting the applicant committed to modify the discussion of the HPCS diesel generator annunciations to clarify the use of and/or.
