SUMMARY
OF MEETING WITH NMPC CONCERNING THE LICENSING STATUS OF NINE MILE POINT 2
AND NMPC ORGANIZATIONAL CHANGES On August 7, 1985, the NRC staff met with representatives from Niagara Mohawk in Bethesda, Maryland to discuss the licensing status of Nine Mile Point 2 and organizational changes in the Niagara Mohawk NMP-2 staff.
Enclosure 1
contains the agenda and information provided by Niagara Mohawk during that meeting.
Mr. C. V. Mangan has assumed the position of Senior Vice President.
Additional changes in the Niagara Mohawk NMP-2 organization as indicated in Enclosure 1 will occur following fuel load and represent the transition from MAC to Niagara Mohawk in the NMP-2 organization.
Work on the NMP-2 technical specifications (tech specs) is ongoing.
The first draft tech specs have been issued.
Niagara Mohawk intends to pursue the 24 month surveillance schedule following fuel load.
Niagara Mohawk's SCRAM reduction program for NMP-2 may necessitate deviations from the standard tech specs which will need to be discussed with the NRC staff reviewers on instru-mentation and control.
Niagara Mohawk also discussed section 6 of the tech specs on administrative controls.
Niagara Mohawk would like this section of the tech specs to be consistent with NMP-1 tech specs.
Consistency with NMP-1 tech specs in this area however, would necessitate deviations from the standard tech specs.
Niagara Mohawk has recently submitted additional information on the issue of secondary containment bypass leakage.
Conflicting vacation schedules have prohibited comunication between the NRC staff reviewer and the SWEC engineers.
Therefore any concerns with this submittal have not yet been identified.
Niagara Mohawk has requested NRC approval of the use of the Visual Weld Acceptance Criteria for Structural Welding at Nuclear Power Plants (VWAC)
Revision 2 submitted by the Nuclear Construction Issues Group.
Niagara Mohawk was requested to submit FSAR changes by letter to allow the NRC staff to review this issue for NMP-2 specifically.
Revisions to FSAR Chapter 14 were sent out from Niagara Mohawk on August 6, 1985 and should be received shortly.

The NRC staff has denied Niagara Mohawk's exemption request concernino Type C testing of the.TIP ball valves.
Niagara'ohawk stated they would be submittir g a second exemption request concerning reverse flow testing of the TIP ball valves.
The NRC staff stated an exemption may not be needed if Niagara Mohawk could show the reverse flow testing was at least as conservative as the normal flow testing.
Niagara Mohawk stated future submittals of FSAR amendments would contain a
key to help identify the basis for the FSAR change.
The key would be broken down as follows 1) 2 3

Niagara-Mohawk presently has in place a verification program to help catch errors and inconsistencies and correct them early rather than making major changes to the FSAR shortly before licensing.
Niagara Mohawk offered to make a presentation on the verification program at a future meeting.
During the meeting Gr. Butler recommended Niagara Mohawk submit exemption requests as early as possible in order to allow time to facilitate environ-mental assessments.
The following NRC reorganization was discussed.
Niagara Mohawk expressed concern that the forthcoming reorganization could affect the progress of the licensing review for NMP-2.
Niagara Mohawk was assured that the NRC staff would make every effort to minimize any negative effects of the reorganization on the licensing process.
The NRC staff expressed concern about the progress of the preservice and inservice inspection programs (PSI/ISI) and the inservice testing program
( IST) for NMP-2.
Following the meeting representatives of Niagara Mohawk met with the NRC staff to discuss what was needed for the IST program.
A meeting on the PSI/ISI program was held on August 5, 1985.
Also following the meeting representatives met with NRC review staff in the area of instrumentation and control.
The recent submittal on the RCIC seal-in was d'iscussed.

We anticipate incorporating this material in the FSAR in a future amendment,
- however, we request a meeting with your staff in the next 30 days.
We expect that all outstanding questi'ons can be resolved during this
- meeting, which will facilitate an expeditious review by your staff and keep the Unit 2 testing program on schedule.
